License conversion is administered by the prefectural police where you live, at their driving license centre or test centre. The documents, the way appointments are released, and the practical-test course all differ by prefecture. These guides give the national framework first, then set the published practice of the Tokyo, Osaka, Saitama and Kanagawa police side by side. Two changes matter when using older study material. An amendment to the Road Traffic Act Enforcement Regulations, in force 1 October 2025, tightened address verification, the knowledge confirmation and the practical confirmation. An amendment to the Enforcement Order took effect on 1 September 2026 and lowered the default speed limit on the affected residential roads. Out-of-date explanations of both are still circulating widely, so read the "last verified" date at the top of each guide before you rely on it.
